General Information
E2-Plus is a BACSA public–private crime fighting partnership that supports the South African Police Service (SAPS)
in fighting organised crime through technology-enabled, structured information sharing, identification, coordination, and collaboration.
Originally established to provide situational awareness and incident related information, E2-Plus has evolved in the way it responds
to South Africa’s changing crime landscape, through trusted partnerships and a shared commitment to lawful cooperation in a society
that prioritises the rule of law.
Our Evolution
Under the new BACSA 2030 Strategy, the E2-Plus initiative has moved beyond situational information sharing to align explicitly with government priorities in combating organised crime.
The core E2-Plus information sharing platform and processes remain in place, but with a strong organised crime focus, supported through lawful, intelligence led cooperation and trusted partnerships.
This evolution strengthens SAPS’ ability to:
- Identify and understand organised crime trends
- Disrupt criminal syndicates and networks
- Coordinate multi-stakeholder responses
Key Functions and Features
- Facilitating the lawful sharing of crime related information
- Supporting coordinated responses to organised and priority crime threats
- Monitoring and reporting volatile political and social incidents that may result in widespread harm or unrest
- Strengthening collaboration between business, private security, civil society, and SAPS
- Providing operational support to SAPS during critical events, as requested
All E2-Plus activities are conducted in accordance with the applicable laws, policies, and formal agreements, including the SAPS–BACSA Memorandum of Understanding.
Get Involved
E2-Plus remains open to qualifying and approved participants who support safer communities and responsible cooperation in partnership with law enforcement, and in accordance with the rule of law.

(1) Private Security Companies / In-house security

(2) Businesses and Information Service Providers
- CIPC registration certificate listing the current directors
- Signed E2-Plus Standard Operating Procedures (SOP)
- Details of the company owner(s), director(s), and CEO or Managing Director as required in the online application, including copies of their identity documents.
Note: All required documents must be uploaded as separate PDF files during the application process.
(3) Community Policing Forums (CPFs) / Neighborhood watches / Rural Safety Organisations (including Farm Watches)
- If the organisation is registered with a regulatory authority, provide the registration certificate.
- Letter from the relevant senior SAPS officer confirming that the organisation is functional, and stating its name, main functionaries, their roles, and identity numbers.
- Signed E2-Plus standard operating procedures (SOP).
- Details of the listed functionaries, as required in the online application including copies of their identity documents.
Note: All required documents must be uploaded as separate PDF files during the application process.
Privacy: Once the application is initiated, the organisation’s name and the status of its application become publicly available. Personal information, however, is accessible only to BACSA personnel and SAPS members involved in the approval process. The process may also involve requests for additional information or clarification.
Terms and Conditions
General terms and conditions include:
- Participation is voluntary and at the participant’s own cost.
- Responsibilities and liabilities of participants are governed by the laws of the Republic of South Africa.
- The roles and powers of SAPS, Private Security Industry (PSI) and other participants remain unchanged.
- BACSA, SAPS and participating members incur no liability for the conduct or omissions of any participant or individual.
- Participants are required to comply with all applicable Standard Operating Procedures (SOPs)
